Neon secondary circuits over 1000V have stringent requirements for conductor separation. You must leave at least 1.5 inches between each of these conductors, and between any of these conductors and all objects (other than insulators or neon tubing [600.32(F)]).
You must use insulators and bushings that are listed for use with neon secondary circuits over 1000V. The insulation on all conductors must extend at least 2.5 inches beyond the metal raceway.
These conductors also have stringent length limits. The secondary circuit conductors from a high-voltage terminal (or lead) of a transformer (or electronic power supply) to the first neon tube electrode can’t exceed 20ft. if run in metallic raceway. But if you run it in nonmetallic conduit, those conductors can be as long as 50ft. Notice the latter is conduit, not tubing.
You must make all other conductors as short as practicable. There’s going to be some trade-off between the best routing for appearance and this requirement. But in no case can you exceed the bend radii of the conductors or make sharp bends [600.32(D)].
What about splices? Make them in listed enclosures that are rated over 1000V. The enclosures must be accessible after installation and listed for the location where they are installed [600.22(K)].
By “accessible,” the NEC doesn’t mean “readily accessible.” See the Article 100 definitions. It’s OK to mount these 10 feet from grade and lock them.
