St. Louis County is set to offer more than $10 million in low-interest loans to help homeowners finance energy-saving upgrades and lower their monthly utility bills. Loans up to $15,000 will be available under the program, called St. Louis County Saves, for eligible energy-efficiency upgrades, such as air and duct sealing, insulation and high-efficiency heating and air conditioning equipment. Interest rates will be 3.5 percent.
