Audit: Calif. Slow to Spend Energy-Saving Stimulus

A new audit says the California Energy Commission isn't moving quickly enough to spend $40 million in federal stimulus money for energy-related projects.  In a report issued Tuesday, state Auditor Elaine Howle says the commission has not spent any of the money, even though it has reached deals with other state agencies to retrofit government buildings and provide green job training.  Howle warns that the commission also lacks internal controls to track the money.  12/01 AP
